Aloha! This information is provided to each new potential subscriber to the Kapoho Kai Water Association (KKWA). As you may know, the bylaws of the KKWA (Article 3, Section 3 of the attached bylaws) require that new subscribers have wastewater treatment systems meeting state requirements for new construction. This applies to: (1) a brand new connection of an existing house previously on catchment, (2) a house currently receiving water that has changed ownership, or (3) a reinstatement of service to a house that lost service due to non-payment of water bills.
On this website we have provided what you need to become a subscriber:
We are trying to make your transition to being a KKWA subscriber as smooth as possible and are providing our process in case the previous owner, your realtor, or the title company has not already provided them. IF THESE STEPS ARE NOT COMPLETED WITHIN 6 MONTHS OF YOUR PURCHASE, YOUR WATER SERVICE MAY BE TERMINATED.

On this website we have provided what you need to become a subscriber:
- You must first submit an Application and Agreement for Water Service (along with required transfer or enrollment fees) showing what kind of wastewater treatment system you have now. You can find that out using the Public Record Request form and attach the response to your application.
- Within 60 days of close of escrow, you then need to submit the Wastewater System Status form showing system meets state standards for new construction or that you have hired a wastewater treatment engineer and certified installer if your system needs to be upgraded. We have provided lists of all engineers and installers we are aware of but the KKWA makes no recommendations.
- You then need to submit the form again when system is completed.
